Chemistry Central Journal accepted into Web of Science

Chemistry Central Journal has been accepted for tracking by Thomson Reuters. The journal will be included in the Science Citation Index starting from Volume 1 (2007). All the articles published in Chemistry Central Journal will be available through Web of Science, and the journal will receive its first Impact Factor in June 2009.

This is great news for Chemistry Central Journal, and more broadly reflects increasing momentum for open access in chemistry, as demonstrated by projects such as PubChem and ChemSpider.

SCOAP3 Model Proposed for Funding Particle Physics Journals

SCOAP3logo

The SCOAP3 project is an innovative new model for funding high energy physics journals. SCOAP3, the Sponsoring Consortium for Open Access Publishing in Particle Physics, has proposed a mechanism for particle physics to pay for its own publishing costs and make articles in the field openly available to the world without cost to the reader. Rather than rely on typical journal subscriptions, in the SCOAP3 model, universities, labs, and funding agencies involved in producing particle physics literature pay into a consortium (SCOAP3). The consortium then pays publishers to publish their journals openly on the web.

Open Access Science Journals – Bentham OPEN

Bentham Publishers announced that they “are launching more than 200 peer-reviewed open access journals during this year, under the banner of “Bentham OPEN.” The journals will cover all major disciplines and are exclusively open access publications. All articles are made freely and permanently accessible online immediately upon publication.”

Journal topics include biology, biotechnology, computer science, engineering, environmental science, geology, material sciences, mathematics, medical, nanoscience, nursing, physics, and psychology.

Open Environmental Data Wiki

The Open Knowledge Foundation has launched an Environmental Data Wiki.

Open Environmental Data is data relevant to the study of the environment that anyone is free to access, re-use and redistribute. This includes data that is in the public domain, and data that has been made available under an open license.

There are opportunities to contribute to the wiki and to download data. You can find lists of Environmental Datasets, Data Distributors, Research Groups, and Software.

New BMC Titles Accepted for Tracking by Thomson Scientific

Biomed announced earlier this summer that four medical journals from the BMC series were accepted for tracking by Thomson Scientific. These four journals, BMC Family Practice, BMC Medical Informatics and Decision Making, BMC Medical Research Methodology, and BMC Psychiatry will receive Impact Factors in 2010. So far 27 BMC-series journals already received Impact Factors, or are being tracked for Impact Factors by Thomson Scientific.

SciVee: Web Video for the Sciences

The National Science Foundation, the Public Library of Science and the San Diego Supercomputing Center have joined forces to launch SciVee, an experimental media sharing platform that allows scientists to synch short video lectures with paper outlines:

"SciVee, created for scientists, by scientists, moves science beyond the printed word and lecture theater taking advantage of the internet as a communication medium where scientists young and old have a place and a voice."

Video entries can be navigated internally by topic segments, and are accompanied by a link to the full paper, jpegs of figures, tags, a reader rating system and a comment area. Peer networking functions are also planned.

Look at the pubcast and paper on the structural evolution of the protein kinase.

Loading Research Papers into PubMed Central

From the National Library of Medicine:

The National Institutes of Health (NIH) Public Access Policy requests that researchers funded by NIH submit their final, peer-reviewed manuscripts, which have been accepted for publication, to PubMed Central (PMC). To facilitate the submission process, the NIH has developed the NIH Manuscript Submission System (NIHMS). NIHMS allows users to deposit and manage manuscripts.

House Backs Taxpayer-Funded Research Access

Press release from The Alliance for Taxpayer Access:

Washington, D.C. – July 20, 2007 – In what advocates hailed as a major advance for scientific communication, the U.S. House of Representatives yesterday approved a measure directing the National Institutes of Health (NIH) to provide free public online access to agency-funded research findings within 12 months of their publication in a peer-reviewed journal. With broad bipartisan support, the House passed the provision as part of the FY2008 Labor, HHS, and Education Appropriations Bill.

SciTalks - videos of science lectures

SciTalks is a new portal for OA videos about science. (Thanks to ResourceShelf.) From Tuesday's press release:

...[SciTalks] is a focused, searchable repository of video recordings of science lectures from all over the world. The site launches today with over 1,000 lectures online, and more are being added daily. Segments range from a series of hour-long lectures by the late Richard Feynman, to a short, hilarious Ali G interview with Noam Chomsky, and a fascinating talk on designing a semiconductor-based brain, by up-and-coming Stanford researcher Kwabena Boahen.

New Tool for Scholarly Publishing

Science Commons and the Scholarly Publishing and Academic Resources Coalition (SPARC) recently released an online tool to "help authors exercise choice in retaining critical rights in their scholarly articles, including the rights to reuse their scholarly articles and to post them in online repositories."

According to the press release, the tool was created to "simplify the process of choosing and implementing an addendum to retain scholarly rights. By selecting from among four addenda offered, any author can fill in a form to generate and print a completed amendment that can be attached to a publisher’s copyright assignment agreement to retain critical rights to reuse and offer their works online."

Plant Physiology Announces Open Access Initiative

The editor of Plant Physiology recently announced that all papers in Plant Physiology corresponded by American Society of Plant Biologists (ASPB) will be published with full Open Access. This includes full access to the publish-ahead-of-print version (Plant Physiology Preview) as well as to the final, fully edited version, full access to supplemental data, and full access to all the advanced linking and tracking tools. According to the editorial, since more than 50% of the papers currently published in Plant Physiology are corresponded by ASPB members, more than half of the papers in the January 2007 issue will be fully Open Access. American Society for Cell Biology (ASCB) Supports Open Access

The American Society for Cell Biology (ASCB) recently announced its “Position on Public Access to Scientific Literature”. The statement calls for free public access to federally funded research within six months of publication. Read more here...

The American Society for Cell Biology publishes the high-impact monthly journal Molecular Biology of the Cell. This journal is available for free after a two-month embargo.

Update on Nature Peer Review Trial and Debate

In June 2006, Nature began trialling an open peer review for authors who submitted papers to the journal. Participating authors allowed Nature to post their manuscript publicly for comment. Despite enthusiasm for the concept, Nature recently reported that open peer review was not widely popular, either among authors or by scientists invited to comment. Read more about the trial here.

Impact Factors for BioMed Central

Two additional BioMed Central titles have been accepted by Thomson Scientific (ISI) for inclusion in the Science Citation Index (Expanded). BMC Medicine will receive an Impact Factor in 2009. BioMed Central has calculated an “unofficial 2005 Impact Factor” for BMC Medicine at 2.87, placing it in the top 15% of ranked journals in the Journal Citation Report. Biology Direct will also receive an impact factor in the future. Thomson Scientific (ISI) now tracks 43 of BioMed Central's journals.

Students Rally for Access to Publicly Funded Research

February 15th marks the fifth anniversary of the landmark Budapest Open Access Initiative, when the worldwide open access movement first took form. In recognition of this historic day, Freeculture.org, the international student movement for free culture, and the Alliance for Taxpayer Access (ATA) will a hold a "National Day of Action”. The organizers hope to rally support for Congressional passage of the Federal Research Public Access Act, an act that is awaiting reintroduction in the 110th Congress. If passed, the bill would require federal agencies that fund over $100 million in annual external research to make manuscripts of peer-reviewed journal articles stemming from that research publicly available via the Internet. British Library, U.S. DOE Partner on Science Portal

News item from LJ Newswire posted to the Science & Technology Section of the Association of College and Research Libraries.

The British Library (BL) and the U.S. Department of Energy (DOE)
have announced a collaborative effort to develop a global science
gateway, to be named Science.world. The free online resource will
eventually make accessible science information resources from
many countries via a single Internet portal. Following the model
of Science.gov, offered by a group of U.S. federal agencies, the
Science.world effort will rely on scientific resources published
by each participating nation.

"Our goal is to speed up the sharing of knowledge on a global
scale. As a result, we believe that science itself will speed
up," said Raymond Orbach, DOE undersecretary for science.

For the DOE, the project marks a return of sorts. On November 4,
2002, the lights went out on PubSCIENCE, the DOE's effort to
offer a free multi-disciplinary database in the physical
sciences. PubSCIENCE allowed users to search across abstracts and
citations of multiple publishers at no cost. The effort quickly
became the target of an intense lobbying campaign, spearheaded by
the Washington-based Software & Information Industry Association
(SIIA), which claimed that PubSCIENCE competed with its members'
services.

It was not immediately clear what resources the new portal would
provide, although a British Library news release said the
project's aim was "direct, free searching of open source
collections and portals" that would "complement existing
information collections and systems."

BioMed Central Launches 100th Journal

BioMed Central, the independent publishing house that provides free access to peer-reviewed biomedical research, has recently launched its 100th independent journal, Source Code for Biology and Medicine.

The BioMed Central’s independent journal programme was launched in August 2001. The programme allows groups of researchers to start open access journals under their own editorial control. Thomson Scientific (ISI) currently tracks 41 of BioMed Central's journals.

Open Access News

As of October 1st 2006, five major UK research funders will require open
access to the published results of all the research they fund. According to a BioMed Central press release, the Medical Research Council (MRC), Biotechnology & Biological Sciences Research Council (BBSRC), Economic & Social Research Council (ESRC) and National Environmental Research Council (NERC) have all introduced policies requiring deposition in an open access repository, which took effect on October 1st 2006. The policies come into effect on the anniversary of the introduction of theWellcome Trust's policy on open access, on October 1st 2005.

Cellscience's New Publishing Alternative

The journal Cell Science recently introduced a micropayment system as a publishing alternative to subscriptions or pay-to-publish models (open access). The micropayment system generates a small revenue every time an article or edition is accessed by an end user. The revenue is used to cover publication costs, and also the payment of royalties to authors and third party payment processing fees. According to the press release, Cell Science “aims to transform the way in which scientific journals are funded to enfranchise authors and reduce the cost burden to readers and institutions.” Click here to read more about the “academic library funding crisis” and the journal’s new publishing alternative.

Medical Journals Backfiles Digitization Project

Wellcome Trust, the UK's largest non-governmental source of funds for biomedical research, recently launched its Medical Journals Backfiles Digitisation Project. Wellcome Trust is working with the Joint Information Systems Committee (JISC), and the National Library of Medicine (NLM) to digitise the complete back-files of a number of important and historically significant medical journals. On completion, this project will deliver over three million pages of medical journals to PubMed Central, the US National Institutes of Health (NIH) full-text, life sciences repository. Forthcoming Journal from PLoS

Later this year, the Public Library of Science (PLoS) will be launching the journal PLoS Clinical Trials. The journal is described as "an international peer-reviewed open-access journal that will publish results of Phase III and late Phase II human clinical trials from all medical and public health disciplines. The journal's main aim is to increase the breadth of clinical trials reporting and thus ensure that all trials on human participants can be reported in the peer-reviewed literature."

Oxford Journals Launches Oxford Open

Molecular Systems Biology

Nature Publishing Group(NPG) and the European Molecular Biology Organization (EMBO) have recently announced the launch of the online-only journal, Molecular Systems Biology. Access to the primary research is free of charge. Publication is supported in part by an author charge.

PNAS experimenting with Open Access

As I announced in a recent Editorial, the Proceedings of the National Academy of Sciences USA (PNAS) has begun an Open Access (OA) option, whereby authors may pay a surcharge of US$1,000 to make their paper freely available on the PNAS and PubMed Central (PMC) websites immediately upon publication. The experiment will run until 31 December 2005. The PNAS will then consider ways to make the journal entirely OA, maintain the option in the same or modified form, or discontinue the option.

Sun opens access to software patents

Sun Microsystems is not only opening the source code for Solaris but opening access to 1,600 Solaris software patents for open-source developeprs. From yesterday's press release: 'Sun Microsystems, Inc. today announced the largest single release of patent innovations into the open source community by any organization to date, marking a significant shift in the way Sun positions its intellectual property portfolio. By giving open source developers free access to Sun(TM) OpenSolaris related patents under the Common Development and Distribution License (CDDL), the company is fostering open innovation and establishing a leadership role in the framework of a patent commons that will be recognized across the globe. "As the largest business contributor to the open source community, Sun has always been an ardent believer in open standards and the open source process going back to the inception of this company," said Scott McNealy, Chairman and CEO, Sun Microsystems, Inc. "The release of more than 1,600 patents associated with the Solaris(TM) OS far eclipses any other vendor's contribution. Today represents a huge milestone for Sun, for the community, for developers and for customers."' The Sun announcement follows the similar announcement from IBM earlier this month that it would open access to 500 software patents for open-source developers.

Open access Journal of Maps

The Journal of Maps is a new peer-reviewed, open-access journal from the Earth Sciences and Geography faculty at Kingston University.

The first issue appeared on January 5. Although access to full-text articles and maps is free of charge, it does require registration, which will block crawlers and other research tools. Excerpt from Mike Smith's editorial in the inaugural issue: 'JoM emerged out of the desire for myself and colleagues at the Kingston Centre for GIS to publish bespoke maps. As an applied research group we collect (and map) spatial data for a variety of geographic disciplines, however the publication of such material is difficult; a cursory survey of geography-related journals showed that map publication was uncommon and usually incurred high page costs. Maps are central to the process of understanding within spatially aware disciplines, through the use of maps to analyse, store and present spatial information. The lack of map publication is an undesirable effect of the modern publication process and weakens the value of research findings. JoM was established to redress the imbalance in map publication; the high page costs of printed maps is unavodiable and therefore JoM was only viable as an e-journal. This constraint presented the opportunity for us to "self-publish", thereby by-passing the whole commerical publication process. It was at this stage that we decided JoM should be open-access, with a nominal author fee to cover running costs....JoM wishes to actively contribute to the debate on map data and copyright, with a view to lessening the restrictions on map publication.' Nature's new archiving policy

Tracey Caldwell, Nature opts for new policy on archiving, Information World Review, January 31, 2005. Excerpt: 'Nature Publishing Group (NPG) has changed its self-archiving policy to allow authors to publish articles on a funding body's archive site six months after publication. Previously, authors were only permitted to self-archive their contribution on their personal websites. Now, authors of original research papers published by NPG will be encouraged to submit the peer-reviewed manuscript to their funding body's archive, their institution's repositories and their personal websites for release six months after publication....Peter Suber, editor of the Open Access News blog...told IWR: "This is a significant step. It even goes beyond the NIH policy...by signalling that Nature will never refuse the NIH request or encourage its authors to refuse the NIH request. On the contrary, Nature will encourage its authors to comply with it. However, it also has the effect of trying to apply the six-month embargo to archiving at the author's institutional repository and personal website." Suber told IWR: "I hope [the embargo on self-archiving] does not become a...standard as that is contrary to the public interest....I would not like to see [an embargo] applied where it had not been before." '
